New Songdo International City Development (NSIC) is the overall developer of the Songdo International Business District. This joint venture was established by Gale International, a US-based real estate developer, and POSCO E&C in February 2004.

NSIC obtained approval for its plan to build a comprehensive international business complex from Incheon Metropolitan City and the Ministry of Finance and Economy (currently Ministry of Strategy and Finance) in November 2005 then quickly embarked on the project. Since then, NSIC has been making various efforts to attract overseas investments and global enterprises.

NSIC supervises overall business ranging from the master plan for the international business complex to establishment of detailed development plans, design and financing. It is also in charge of attracting investments and marketing with regard to hotels, schools, housing and commercial facilities for the project.
